Critical Planning Committee
Wednesday, October 25, 2006, 3 PM
Eastham Town Hall
Present: Marc Stahl, Bernie Kaplan, Ken Ainsworth, Mike Abeid, Ken Tabor, Maureen Reilly, Bob Smith, Russ French, Dwight Woodson, Joan Sullivan
The meeting was called to order by Chairman Marc Stahl. The first order of business was a slide presentation by Brian Eastman, Chairman of the Eastham Energy Committee on the Committee’s plans to develop 4 wind turbines in Eastham. Several members of the Energy Committee were also present.
The Massachusetts Technology Collaborative, a vital partner in the project, has provided extensive technical and analytical support as well as funding in the interests of developing clean, renewable, energy sources.
After a thorough investigation of several possible sites, all town owned, the dual parcel off Nauset Road and Route 6, adjacent to the Cape Cod National Park, was selected for several reasons. It has good wind action as determined by wind studies and it allows for 4 turbines. The project would be a community/private enterprise with the town providing the land, the permitting and the building of public support and the private sector providing the turbines and management. Many required studies have already been completed and some approvals have been obtained. The Committee is working on further studies, the hiring of a planner, consultation with the National Park and an educational program for the town. Marc thanked the Energy Committee for the very informative presentation.
The next order of business was the approval of the minutes of the September 21st meeting.
Concerning the North Eastham Village Center project, Marc stated that Stantec, the planning firm hired by the town at the suggestion of CPC, is planning workshops for public input at the town hall for November 1, and 4. A conceptual plan sent recently by Stantec for inclusion in their presentation was discussed. Bob Smith pointed out the plan was extremely problematical. The scale seemed skewed and many current buildings, including the Post Office, had been removed. There was a lengthy, animated discussion of the situation. The Committee members felt it was extremely important that the workshops, the first introduction of the NEVC concept to the general public, be well and effectively planned. Marc said he would contact Ted Brovitz and Mary Elizabeth for
clarification as to exactly what Stantec was planning to present and to ensure that the press releases be sent in time to allow effective publicity. If Marc determined that the presentation and the publicity could not be effectively enacted at this time, the committee requested that the presentations be postponed to a later date.
As it was now 5 PM, other items of discussion were postponed.
